what i need to use ELITE skills ???

All the {Elite} tag means in game terms is hat you can only have one elite skill on your skill bar at any given time. Otherwise, they function exactly like normal skills.

In practice, of course, Elite means the skill's either energy management, spammable, or otherwise grossly overpowered compared to normal skills and you should abuse the most broken one you can find...

what does 'spammable' mean? I have heard it alot, and don't quite understand it.

Spamming spells is casting them over and over again usually since they have a low cooldown timer.

Right. Spamming comes from the same etymology that brings us spam e-mail. Spam's come to mean, basically, a bunch of anything repeated over and over. So, to spam a skill is to cast it repeatedly. In my dictionary, that doesn't necessarily mean they have a low cooldown, that helps, certainly, for me it's any skill that I'm going to cast as soon as the duration or recharge timer wears off so you could be a Ritual spammer as easily as an Order spammer. The use of a spammable skill isn't situational or conditional, it's vital and you'll be using it as often as you can.

Spammable in this case most certainly does mean that the skill needs a low recycle time - you're looking for skills that you can use as often as possible so you can be using a skill at the elite power level as much as possible.

If a skill doesn't have a quick recycle (and isn't energy management) it pretty much needs to be running continuously. This is where something like Illusionary Weaponry or Melandru's Arrows comes in - you aren't casting them very often, but you're using them pretty much nonstop. So while you aren't cast spamming, you are effect spamming.
